Sometimes. Google has several verification methods, including phone, text, email, postcard, live video call and recorded video, but it decides which ones your profile is offered and you cannot change them. If video is the only option shown, video is how you verify.
The verification methods Google uses

Why you cannot pick the method
Google says verification methods are "automatically determined by Google and can't be changed". The options depend on your business type, public information about your business, your region and your business hours. That is why one business is offered a phone code while a similar one is asked for a video.
What to do if only video is offered
- Check for other options. If your profile shows several methods, you can try another one.
- Make sure your profile is accurate. A cleaner profile is easier to verify by any method.

Why phone verification sometimes is not offered
Owners often ask why they cannot verify by phone. Google decides availability per profile, and phone codes will not get through automated phone menus. If your business line goes to an IVR system, phone verification may not work even when offered.
