Notices that mention "suspicious activity", "quality issues" or a "policy violation" all mean the same thing in practice: Google believes the profile or the account managing it does not follow its guidelines. The wording is broad, so you need to work out the specific cause yourself before you appeal.

What each phrase usually points to

Notice wordingUsually points to
Suspicious activitySomething about how the profile or account is being managed: many edits in a short time, unusual changes to name, address or category, or several profiles created or claimed at once.
Quality issuesThe profile content itself: a name with keywords, an ineligible address, misleading links or phone numbers, or keyword-style categories.
Policy violationAny guideline breach, from duplicates to a service-area business showing its address.

These are general patterns rather than official definitions: Google's help pages describe suspensions as applying to profiles "that don't follow our guidelines" without breaking the wording down further.

Check the account as well as the profile

If every profile you manage was affected, and you cannot create or claim new ones, your Google account may be restricted. Google says to appeal the account restriction first, on your My accounts page, before appealing individual profiles. Account issues are a common reason behind "suspicious activity" wording.

How to respond

  1. Stop editing. More changes can look like more suspicious activity. Note what has changed recently.
  2. Review the profile against the guidelines: real-world name, eligible address, hidden address for service-area businesses, accurate categories, one profile per location, links and phone numbers that go directly to you.
  3. Review who manages the profile. Remove managers you do not recognise or no longer work with.
  4. Correct problems once and write down what you changed.
  5. Gather evidence with matching name and address: registration or licence, tax certificate, utility bill, and photos of signage or branded equipment.
  6. Appeal once through the appeals tool. See our appeals tool guide.

Frequently asked questions

Does "suspicious activity" mean my account was hacked?

Not necessarily. It often relates to unusual editing or management patterns. It is still sensible to check who has access to your account and profile and to secure your Google account.

Is a "quality issues" suspension permanent?

No. Once the content issue is fixed, you can appeal with evidence. Google decides the outcome.

Should I wait before appealing?

Wait only as long as it takes to fix the profile and gather matching documents. Appeals can be submitted once, so a complete appeal matters more than a fast one.
